Hello Bill,
I pulled this directly from Stenograph's help desk:
"Premier Power may not work on a Pentium computer with a MHZ speed greater than 250.
If you have purchased a system with either an AMD processor, or a new Pentium system faster than 250 MHZ, you may be out of luck as far as Premier Power is concerned. There are no workarounds that we can offer -- the newer hardware was simply not designed to accommodate older DOS programs and their needs. In fact, the newer the hardware the more likely it is that DOS and DOS programs have been intentionally excluded by the operating system manufacture. "
I have been able to run Premier Power in the past on slightly faster computers (~300MHz). Anything much faster than that do not detect the security device. Since the issue here is speed, your chances of making Premier Power function on your T23 are slim to none. Even if you were to wipe out Windows and install MS-DOS, the program more than likely will still not work.
Hope this helps.

Premier Power will run just fine on faster computers using MoSlow, a software program to fool your system into thinking it's running slower. We've used it on PIII systems with no problems.
Hope this helps!
